He was born in Moutier on December 9th 1942. He obtained a diploma (MA) in architecture at the Federal Institute of Technology in Lausanne in 1968 and went on to work as an architect until the end of the 1970s, both as an independ-ent and as a consultant in hospital architecture. At the same time, he became involved in problems relating to eco-nomic incentives in the field of health. In 1981 he was appointed head of Service for Public Health and Health Planning of the Canton Vaud. In 1992 he was appointed director general of the university hospitals of Lausanne. He also taught at the Institute for Economy and Health Management at the University of Lausanne. In October 1997, Charles Kleiber was appointed State Secretary for Education and Research of the Swiss Confederation. He held this post for more than ten years. He is president of BSI Architectural Foundation, and president or member of other scientific and cultural institutions, in Switzerland and in Europe.
